US Congressman. During World War II, he served as a Captain in the 92nd Infantry Division and received a Purple Heart medal. After the war, he was a professor of sociology at Urban Studies Institute, Morgan State College. He was a supervisor of probation work, Supreme Bench of Baltimore City, 1954 to 1957. From 1963 to 1965, he served on the Maryland Human Relations Commission and director, at the Baltimore Community Action Agency, 1965 to 1968. In 1969 and 1970, he was the president of Baltimore Neighborhoods, Inc. and a delegate, Maryland State Democratic convention. In 1971, he was elected as a Democrat to the Ninety-second and to the seven succeeding Congresses serving until, 1987. He was the first African American elected to Congress from Maryland and a founding member of the Congressional Black Caucus. He died of pneumonia.
