Francesca Penale was born Maria Francesca Gallo in Capodrise, Caserta, Campania, Italy on January 3, 1892, the daughter of Lorenzo and Maria Giuseppa (Moretta) Gallo. She had eight siblings; Frank Lobrillo, Maria Castellano, Domenico Gallo (1894-1896), Rosa Gallo, Giulia Gallo, Domenico Gallo (1900-1900), Enrico Gallo and Domenico Gallo (1904-1925).

In 1913, Francesca left Italy for the United States. She sailed on the San Giovanni, and arrived in New York City on May 3, 1913. Just 12 days later, she married Raffaele Penale on May 15, 1913 in Niagara Falls, N.Y. Raffaele was the adopted son of Francesca's first cousin, once removed Teresa (Iodice) Gravante. Their neighbors, Pellegrino and Anna Sabella, served as the witnesses for their marriage. They initially lived at 903 Grove Ave. in Niagara Falls, before moving to 1163 Fairfield Ave.

Ralph and Francesca had 11 children: Anthony, Laurence, Frank, Erick, Dominic and Mary Penale, Theresa DiCecco, Josephine Laurenzi, Regetta Bane, Jenne Whitmire, and Frances Havens. Francesca died while giving birth on July 17, 1931. Her funeral was held at the family home on July 20, and was largely attended with Rev. James Guinessy officiating the ceremony.
