U.S. Congressman. Moving to Maryland, in 1761, he later completed preparatory studies and graduated from the University of Pennsylvania. He held several local offices in Baltimore, Maryland and was a member of the independent company of Baltimore merchants in 1777. He was appointed private secretary to the President of Congress in 1782 and was a member of the Maryland State Senate, in 1789. In 1791, he was elected as an Anti-Administration candidate to the Second Congress, serving until 1793. After leaving Congress, he was a member of the Baltimore committee of safety. During the war of 1812, he served as a Captain in the U.S. Army in command of a company at the Battle of North Point, in 1814. After the war, he was the Baltimore Grand Marshal at the laying of the foundation stone of the Baltimore & Ohio Railroad, in 1828.
