Rowland was the son of Charles Mook and Emily Bedworth. About 1917 he married Elizabeth Buchheit and they had two children, Robert and Ruth. He was an accountant and had been active in Democratic politics for about twenty years. At the time of his death he had lived in Tampa part of the time due to illness. Rowland died in a Tampa hospital at the age of 62.
