Born in Klingen, Alcase, Deutchland (Germany), he was the son of BENEDICT & ANNA BARBARA BALTZELL. He married EVA CATHERINE WINTZ (VON WINTZ) in 1736 in Klingen, Germany. Jacob Baltzell owned 406 acres of land in Frederick, Maryland called "Baltzell's Content" in 1709.

Park Cemetery, located at the intersection of West Second St. and Bentz St. Over time, it was abandoned and the property was taken over by Frederick city or county government. Sometime in the 1930s, The story goes that the remaining grave sand stones were relocated to Mt. Olivet Cemetery then a plaque was placed at the original site with a few dozen names of those who were reinterred. The truth is that hundreds of early Fredericktownians, including the Baltzells, were never reinterred and there gravemarkers were buried just below ground level in what is now the parking lot of the Memorial Park Cemetery.
