Husband of Rosemary Miller Twilley

He was truly a self made man. After graduating from Dover High School as valedictorian in 1946, he put himself through Harvard College in Cambridge, Mass., graduating cum laude in 1950, and subsequently Harvard Law School in 1953.

Mr. Twilley served in the U.S. Army during the Korean War.

He returned to Dover in 1955 to practice law, where he practiced for 50 years, before all Delaware Courts, as well as the United States District Court and the United States Supreme Court.

Mr. Twilley held a strong belief in public service. He was appointed by Gov. Sherman W. Tribbitt to the Delaware Public Service Commission in 1975, and served for more than 30 years, becoming the nations longest serving utility commissioner. During this tenure, he was a member of the Gas Research Institute Advisory Council, the Gas Committee of the National Association of Regulatory Utility Commissioners and he wrote the Code of Ethics for the National Association. He served as secretary to the Delaware Senate, treasurer and parliamentarian of the Delaware Democratic Party, and was elected as president of the Kent County Levy Court from 1971-1975.

He was known for his thoughtful and balanced contributions to deliberations on many matters, and admired for his steadfast commitment to his own guiding principles and personal ethics. His welcome participation will surely be missed.

Mr. Twilley was dedicated in his commitment towards community service. He joined the board of Elizabeth W. Murphey School in 1957, and served as president from 1984 until this year. He was instrumental in the planning and development of Luther Towers in Dover from its inception until his retirement.

He found great satisfaction in developing his home, transforming a 10-acre gravel pit into a bucolic respite replete with woodlands, ponds, bridges, rock walls and flower beds. He enjoyed dabbling in the arts, painting, sculpting, crafting wooden toys and engineering. He was known for his motorcycle escapades, and loved flying his Cessna.

He held special the many family events, but none seemed more important than the time spent annually with his family at the cottage in Dewey Beach. He and his family looked forward to his yearly paintings of the shore. As his disease progressed and he began chemotherapy, he found solace in his painting and painted landscapes, practiced the masters, rendered his world travels on canvas, and finally floral arrangements of the flowers growing in his gardens. During this difficult time, he and his family found great comfort and joy in sharing these many paintings which are currently on display at the Dover Art League.

Mr. Twilley was a member of the Dover Rotary Club, serving as president in 1963, and was an active member of St. Andrew's Lutheran Church, serving as council president and vice president in 1988 and 1989. He also served on the boards of First National Bank of Wyoming, Incorporating Services, Ltd., Greater Dover Chamber of Commerce, Catholic Social Services, Children's Board of Delaware, Mid-Del Boy Scout Council, Child Diagnostic and Development Center and the Kent County Choral Society.
