Mr. Phillips was born March 29, 1956, in Elkton, Md., son of the late Robert William Phillips Sr. and Phyllis Ann Petts Phillips Hutchison.
He served the U.S. during the Vietnam War era as a sergeant with the Special Forces and an Army Ranger.
Later, he was a sergeant with the Delaware Correctional Center, a self-employed private investigator and owned a home improvement business. He also was a tattoo artist.
Mr. Phillips was a member of ABATE, a veterans' motorcycle organization, and the National Rifle Association.
He is survived by a son, Robert William Phillips III of Thurmond, N.C., and Jason Phillips of Arlington, Va.; a daughter, Dawn Phillips of the U.S. Army in England; three sisters, Beverly Merkel of Spartanburg, S.C., Lisa VanHorn of Smyrna and Hope Sheets of Roaring River; and a stepsister, Carol Matir of Trap Hill.
Services will be noon Saturday at Adams Funeral Home Chapel.
