He was born in Clarksville. Phillip was employed for 29 years with the Delaware Department of Corrections and was the Security Superintendent at the Sussex Correctional Institute in Georgetown. He was also a member of the Department of Corrections Pistol Team.
Phillip was a member of the Delaware National Guard; was a 32nd degree Mason with the Delaware Masonic Lodge in Dagsboro; a member of the Delaware Consistory of Wilmington; and the Tall Cedars of Lebanon #201.
He was an avid fisherman and hunter.
He was preceded in death by his father, Phillip J. Townsend, Sr; and two sisters, Phyllis M. and Joyce Ann Townsend.
He is survived by his loving wife, Deborah (Nichols) Townsend; three daughters, Pamela, Lori and Nadine; three sons, Matthew, Stuart and Phillip; three grandchildren, Alleigh, Gunar, and Kiley; his mother and step-father, Mabel and George Bender; a sister, Patricia Via; and a brother, Perry Townsend.
