The son of John Fullcher (per his death certificate; William Henry & Mary Fullcher also reported), in 1860 he was a laborer living with his family in Jersey City, Hudson County, New Jersey.

A Civil War veteran, he enlisted August 22, 1862, mustered into federal service at Trenton, Mercer County, New Jersey, September 15 as a private with Co. I, 21st New Jersey Infantry, and honorably discharged with his company June 19, 1863.

He married Susan N. Freeman August 10, 1871, in Essex County, New Jersey, and fathered Lydia (b. 09/??/74 - married Louis B. Schneider) and Harry W. (b. 06/12/79). He may have had a second wife named Kate, but that is unverified, and his obituaries show that Susan was his wife at his death. (Or was she Susan Catherine?) By 1910, he was living in Harrisburg where he died at his home from a disease not readable in his death certificate.
