The son of Henry & Margaret Bailey, in 1860 he was an apprentice living with and/or working for merchant tailor Daniel Keck and is in that census as "Bayly." He stood 5' 9" tall and had light hair and blue eyes.

A Civil War veteran, he enlisted in Union Deposit, Dauphin County, April 18, 1861, and mustered into federal service at Washington DC July 27 as a private with Co. G, 6th Pennsylvania Reserves (35th Pennsylvania Infantry). He was killed in action at the battle of Antietam. Although the main battle took place on September 17, fighting for the Pennsylvania Reserve Corps began the night before and went into the early morning hours of the 17th, so his death could have occurred on September 16.
