Leroy was born in Springton, West Virginia to Luther Green Bailey (1887-1969) and Fannie Mary Via Bailey (1897-1961) in 1924. He was the 6th of 10 children born to the couple. He grew up in Rock West Virginia where his dad worked as a coal miner. While serving in WWII he met Audrey Jean Hughes (1927-2012). They were married in Sheffield, England and moved back to the US together. They had four children, all boys. Leroy died of congestive heart failure and Marfan Syndrome is believed to be the cause.
