James was the son of Moses Belcher and Nancy Tabor. He married Amanda Christina French.


During the Civil War, James enlisted as a Private in Co. F, 16th Virginia Cavalry. He was AWOL on October 31, 1864 and parroled at Charleston, WV on July 23, 1865 at the age of 20. He was 5'9", had fair complexion, blue eyes, and light hair. He served with his brother Robert.


James was a farmer and lived with his family at Sandlick, Mercer Co., WV. Another child of James and Amanda was Charlotte Harriet Belcher (b. 1876 - d. 23 December, 1879.)

James E Belcher, a prominent citizen of Littlesburg, where he had been engaged in farming and merchandising for the past twenty-four years, died yesterday morning, after a long illness from kidney trouble. He suffered greatly during the past year, but bore his suffering like a hero. He was past the allotted time of man, but we do not know his exact age. He is survived by a widow and four children, to-wit: Andrew Belcher, Mrs Oscar Leonard, Mrs Bartley A Poe, Mrs H Shrader and Mrs Ida Compton. He was a member of the Methodist church and a christian gentleman and good citizen in every respect. His funeral took place this afternoon.
