Civil War Union Army Officer, US Congressman. He began his Civil War service with his commission as Captain of Company C, 13th Maine Volunteer Infantry on December 4, 1861. He served in that duty until May 5, 1863, when he was promoted to Lieutenant Colonel and transferred to the 91st United States Colored Troops. Serving until August 15, 1864, he was honorably discharged on that date, however, a few months later rejoined the Union war effort, accepting the commission of Lieutenant Colonel in the 51st United States Colored Troops. Brevetted Colonel, US Volunteers on April 8, 1865, he was honorably mustered out on June 16, 1866 at Baton Rouge, Louisiana. After the war he took part in the Alabama constitutional convention in 1867, and was elected as a Republican to represent Alabama's 1st District in the United States House of Representatives, serving from 1869 to 1871. Later appointed by President William McKinley as United States Minister to Japan, he served in that duty from 1897 until his death on Tokyo in 1902.
