Samuel Burr was probably born in England before 1640, probably before 1637, if he became a freeman in 1658. He must have emigrated to America with his parents. They settled in Hartford where Samuel became a freeman in 1658. He was one of the original settlers of Hartford. He married Mary Baysey, daughter of John Baysey, in Hartford, probably about 1660, if his son Samuel was her son. Samuel was one of the most prominent men in the colony and amassed a large estate.

Samuel Burr died on September 29, 1682, intestate. The court record of his estate mentions his sons Samuel, 20; John, 12 & Jonathan, 3. Also daughters Mary, 9 & Elizabeth, 7. The gap of eight years between Samuel and John might make one wonder if there was another wife who was the mother of Samuel; but knowing how many children died during childhood at that time, there were probably just other children in those years. Although there is no record of his burial and no headstone, Samuel was most likely buried in the Ancient Burying Ground in Hartford.
