Former Bishop of the Diocese of Wilcannia-Forbes, Monsignor Douglas Joseph Warren was born in Canowindra, New South Wales, Australia, and was ordained to the priesthood in Rome, Italy, by Cardinal Pietro Fumasoni Biondi on December 20, 1942, for the the Diocese of Wilcannia-Forbes.

Appointed Auxiliary the named Diocese by Pope Paul VI on June 16, 1964, he received his episcopal consecration with the Titular See of Aquae Novae in Numidia, on the following July 27, from Cardinal Sir Norman Thomas Gilroy, assisted by Bishops Bryan Gallagher and Bernard Stewart.

Appointed Bishop of Wilcannia-Forbers on September 26, 1967, he retired from office on March 30, 1994. Successively, he built his humble cottage in Johnson Street, opposite the Catholic church, and settled in Forbes, until failing health made him move to the Southern Cross Village, Parkes, in January 2012. Bishop Doug passed peacefully away on Wednesday, February 6, 2013, at the Southern Cross, aged 93, being at the time of his death, the oldest bishop in Australia.

Requiem Mass was held at the Holy Family Catholic Church, Parkes, New South Wales on, Thursday, February 14, at 11.00 am., followed by interment in the Catholic Portion of the Forbes Cemetery.
