Aged 41, Quinn was appointed as Auxiliary Bishop of the See of Perth, receiving his episcopal consecration with the Titular See of Falerone at Saint Mary's Cathedral in Perth, from Archbishop Lancelot John Goody, assisted by Bishops Francis Xavier Thomas and Myles McKeon. After thirteen years of service, Msgr. Peter was named as the Third Bishop of the Diocese of Bunbury, on May 26, 1982, taking possession of the named diocese of the following August 4.
Pope John Paul II accepted his resignation from office on December 20, 2000. The Pope then appointed him Apostolic Administrator of the Diocese until Bishop Holohan was installed in late 2001.
Diagnosed with terminal cancer in April, 2008, Bishop Quinn died on Saturday, August 23, of that year, aged 80. His life was celebrated by about 700 people at a funeral Mass on September 3, presided over by his Successor, Bishop Gerard Holohan. The hour and a half long service was held at the Bunbury's Catholic College. Perth's Archbishop Barry Hickey attended the Funeral, as did Adelaide's Archbishop Wilson, along with Bishops from all over Australia. About 150 priests, who'd travelled from around the country, were also present at the funeral.
Bishop Quinn's body was laid in a crypt at the local cemetery. It remained there until the St. Patrick's was rebuilt, the former cathedral being destroyed by a cyclone in 2005. Thus, on August 29, 2011, Bishop Quinn's body was interred into the crypt of Saint Patrick's Cathedral.
