Between 1970 and 1977, Saier served as rector of the Seminary of St. Peter. Pope Paul VI appointed him Auxiliary Bishop of Freiburg im Breisgau with the Titular See of Rubicon at the early age of 39, and received his episcopal consecration on June 29, 1972, from Archbishop Hermann Josef Schäufele assisted by Bishops Bishop Karl Gnädinger and Georg Moser. At the age of 45, he was appointed Archbishop of Freiburg im Breisgau, on March 15, 1978, following the demise of Archbishop Hermann Josef Schäufele and took possession of the named see on May 3.
During his tenure he served as long-time deputy chairperson of the German Bishop's Conference (DBK), leader of the Pastorality and member of the Belief Commission of the named German Bishop's Conference. He gave the Church new life especially with the pastoral initiative " Miteinander Kirche sein - für die Welt von heute - Together within the Church for the World of Today". He resigned his office of Archbishop aged 69, on July 1, 2002, due to health reasons and died aged 75, on Thursday, January 3, 2008. He was the first Roman Catholic prelate to die in the named year.

Saier consecrated to the episcopate, Monsignors Wolfgang Kirchgässner, Paul Friedrich Wehrle, Walter Cardinal Kasper, Rainer Klug, Gebhard Fürst, Bernd Joachim Uhl and Archbishop Robert Zollitsch, and was one of the Principal co-consecrators of Cardinals Antonio María Rouco Varela and Karl Lehmann, and of Bishop Denis Theurillat.
