At 58 years of age, following the demise of Msgr. Michael Buchberger, Graber was appointed as his Successor as Bishop of the Diocese of Regensburg by Pope John XXIII, on March 28, 1962, receiving his episcopal consecration on the following June 2, from Cardinal Julius August Döpfner, Archbishop of the Metropolitan See of München und Freising.
In 1973 Bishop Graber rejected the proposed Bundesverdienstkreuz der Bundesrepublik Deutschland (Orders of Merit of the Federal Republic of Germany), because of the changed abortion paragraph § 218, and on May 28, 1977, acted as co-consecrator in the episcopal consecration of Monsignor Joseph Ratzinger (1927 - 2022), together with Bishops Josef Stangl and Ernst Tewes CO., following his appointment as Archbishop of the Metropolitan See of München und Freising, succeeding the named Cardinal Döpfner following his unexpected demise at 62 years of age. In 1981, than Cardinal Ratzinger was appointed Prefect of the Sacred Congregation for the Doctrine of the Faith, President of the Pontifical Biblical Commission and of the International Theological Commission by Pope John Paul II. Following the latter's demise on April 2, 2005, at 84 years of age, he was elected as his successor on Tuesday, April 19, as Pope Benedict XVI.
Retiring from the pastoral government of his see at 78 years of age on September 14, 1981, Bishop Graber served as apostolic administrator of his see until September 17, of the following year, when Bishop Manfred Müller was installed as his successor.
Monsignor Rudolf Graber passed away on January 31, 1992, aged 88.
