Aged 47, he was named Apostolic Vicar of of Phát Diêm, following the retirement of Msgr. Jean-Baptiste Tong Nguyên Ba, by Pope Pius XII, on June 14, 1945, receiving his episcopal consecration with the Titular See of Daphnusia on the following October 29, from the named Bishop Tong Nguyên Ba, assisted by Bishop Dominique Ho Ngoc Cân, at the Cathedral of Phát Diệm.
Bishop Le Huu Tu was the only Catholic bishop in the world, besides the Pope, to have his own private army: two battalions of regular troops and five battalions of militia. An interesting personality, with big black eyebrows and protruding teeth, when he smiled, he revealed a dazzling expanse of teeth and pink gums, and with his long, bony hands fluttering sensitively, he was a man of charm and considerable magnetism. Under him he had two regular battalions of 1,700 men, known as Groupe Mobile Autonome. His uniform was a strange mixture of his own and the Bishop's design, which included a Sam Browne belt, rank badges of a French major and a gold cap badge showing a miter with crossed keys.
Assigned as director in charge of the Catholic Center of Saigon, in 1954, he resigned from office in 1959, and died of lung cancer on April 24, 1967, aged 69. His remains are found in a specially constructed sarcophagus in the cemetery of the Go Vap Retirement Care Home.
