Born in China, Father Balthazar was ordained to the priesthood through the Scheut Fathers in 1951.

A missionary in the Philippines for eleven years, followed by eight years in Hong Kong, he moved to Singapore in 1976, and was port chaplain of the Mariners Club at St. Theresa's Church until his retirement in 1991.

Retiring at Nassim Road and at the Little Sisters of the Poor (St. Theresa's Home), Fr. Chung died on April 17, 2005. His ashes are kept at the columbarium of the church of St. Michael.
