The Fourth Archbishop of the Metropolitan See of Ottawa, Monsignor Joseph-Guillaume-Laurent Forbes was the son of a farmer. The second of sixteen children, he was ordained priest on March 17, 1888 and serving in various parishes in the archdiocese of Montréal, he was elected bishop of the diocese of Joliette, Québec, by Pope Pius X, receiving his episcopal consecration on October 9, 1913 from Archbishop Louis Joseph Napoléon Paul Bruchési. Promoted to the metropolitan see of Ottawa on January 29m, 1918, he encouraged the Oblates of Mary Immaculate to found a seminary affiliated with the Université d'Ottawa, which they administered and established a number of new parishes. Taken ill after the episcopal consecration of Msgr. Alexandre Vachon, he taken to the Ottawa General Hospital, run by the Sisters of Charity, eventually passing away on May 22, 1940, aged 74.
