On April 8, 1967, aged 54, he was appointed Coadjatur Bishop of Luxembourg and received his episcopal consecration with the Titular See of Calama from Msgr. Léon Lommel, assisted by Bishops Jacques Mangers SM., and Jean-Baptiste Musty. Hengen served as the Ordinary of in Luxembourg from February 13, 1971, when he succeeded to the see of Luxembourg, following the retirement of Bishop Lommel, until December 21, 1990, when he ultimately retired aged 78. Whilst in office, the named see was created an archbishopric, being named as its First Archbishop.
Msgr. Hengen was inducted into the Order of the Oak Crown as a grand officer on June 23, 1981. He died at the venerable age of 92, on January 29, 2005.
