He earned a degree in architecture at Pratt Institute in Brooklyn, New York, in 1974. He was hired by the structural engineering firm Leslie E. Robertson Associates to assess the damage and help with the repairs of the February 1993 terrorist bombing at the World Trade Center. He later became the construction manager.
When the first jetliner hit the North Tower, he was on the 88th floor having coffee with his wife, Nicole, who also worked in the complex. He immediately helped evacuate his floor, and accompanied his wife down 88 flights of stairs. Then he and a co-worker, Pablo Ortiz, went back into the North Tower up to the 91st floor. They worked their way down, floor by floor, to the 78th floor, freeing people and leading them to the stairwells and to safety. He was last heard from on the 78th floor, radioing in that the elevators were in imminent danger of collapse. This was minutes before the North Tower collapsed.

Frank never made it out of the North Tower. His remains have never been found or identified. He and Ortiz rescued over 70 people that day, and were the subjects of the documentary, "9/11: Heroes of the 88th Floor."
