James "Jim" J. Carvino, retired Boise City Chief of Police, 81, of Boise, passed away in a Boise rehabilitation center, Sunday, February 14, 2016.

Services are pending with Bowman Funeral Parlor of Garden City.

James Corvino's first wife was Grace Martha Blackshaw, (1934-2006), married in the 1950's and divorced in 1983. They had at least two children, Glen and Stacey (Beckers).

James J. Carvino, 81, passed away Sunday afternoon, February 14, in Boise after a lengthy illness. He served as Boise's Chief of Police from 1988 to 1993.
Jim was born on May 7, 1934 in Brooklyn, NY and adopted at a young age by James and Alice Carvino. He attended school in New York and enlisted in the U.S. Navy in 1952, serving aboard submarines. He left the Navy in 1955 and joined the New York City Police Department, where he rose through the ranks. When he retired from NYPD in 1977, he was the captain in charge of the Brooklyn South narcotics unit.
After leaving New York, Jim accepted the job of Chief of Police in Racine, WI, where he served for seven years. Although a contender for the chief's position in Milwaukee, he chose to accept another offer, that of Chief of the United States Capitol Police. There, he led an organization responsible for the safety and security of the U.S. Capitol Building including the members and staff of the U.S. House of Representatives and U.S. Senate. He also oversaw safety of the surrounding grounds and Congressional office buildings.
He left the Capitol Police to accept a position as the Law Enforcement Liaison for U.S. Attorney General Edwin Meese, who remained his friend for the rest of his life.
He then was selected as the Chief of Police in Boise. Following a five-year tenure at Boise PD, he was chosen to head the security department of international construction giant, Morrison-Knudsen Company, where he worked until his retirement.
Perhaps his greatest legacy was his long association with and service to the Police Executive Research Forum (PERF). PERF is an organization of the top law enforcement leaders in the U.S. including the chiefs of most cities serving more than 100,000 people. Jim served as the association's president in 1992-1993. PERF is a major contributor to standardizing police policies and is one of the founding organizations of the Commission on Law Enforcement Accreditation (CALEA). Jim also served as a CALEA assessor, ensuring that police departments established and adhered to industry standard practices.
Chuck Wexler, the Executive Director of PERF, had this to say about Jim: "Jim Carvino was a man of courage, compassion and character. Throughout his career he was tested and always did the right thing, even under the most adverse conditions. He had a heart of gold and a spine of steel. PERF is a better organization because of his leadership."
Jim earned bachelor's and master's degrees from CUNY-John Jay. Although a 'city boy' by birth, Jim embraced the outdoor lifestyle and chose to remain in Idaho after his retirement. He moved to Wilderness Ranch in the mountains above Boise and he and his wife, Mary, enjoyed many weekend camping trips in the Idaho wilderness.

Jim is survived by his wife of 26 years, Mary, of Boise; two children: Glenn of Racine, WI and Stacey Beckers of Elbow Lake, MN; and two grandchildren: Carly Beckers of Fergus Falls, MN and Cameron Beckers of Phoenix, AZ.

He was preceded in death by his parents and two children, Julie and Douglas.

A Celebration of Life will be held at the Boise Police Association Clubhouse, 7311 W. Potomac Drive, Boise, ID 83704 on Friday, March 4, 2016 from 4:00 PM to 7:00 PM. The Marriott Residence Inn, 7310 W. Denton or the Candlewood Suites, 700 N. Cole Road are both within one block of the clubhouse and offer special rates to anyone attending functions there.
