Thomas was the son of Houlder B. Hudgins and Mary Gwyn (or Gwynn). He commanded the 62nd Regiment of Virginia Militia in the War of 1812, and served in the Virginia House of Delegates from 1812 to 1822.

Thomas was married four times: to Ann Clark in 1808 (child: Virginia Ann Hudgins Crouch), to Anne Valentine in Henrico County on 26 March 1813 (children: Eliza Anne, Rebecca Valentine, Columbia, Alexander, and Martha Lee "Mattie"), to Elizabeth G. Dew in 1827 (children: Thomas Dew and William Penn), and to Rosanna Lilly Deans in 1835 (child: Valentine). In 1860, he was farming in Henrico County.

He is buried near two of his children in the James C. Spotts plot. His is one of only two full-size "white bronze" (zinc alloy) markers in the Cemetery. Link to the burial memorials of his siblings William and Ariadne.
