Arsal was one of the intellectuals who had collaborated closely with Mustafa Kemal Ataturk, the founding president of the Turkish Republic, as he established the various institutions of the new state that was replacing the Ottoman state, and had helped "imagine" the new nation-state. Arsal had contributed to the language reform as well as to the turn the new Turkish historiography would take, while at the same time serving as a member of parliament, and pursuing an academic career as a member of the faculties of law of Ankara and Istanbul universities. In the latter position, he had also been one of those who launched a new understanding of Western-style law that would replace the sharia.
