The son of Peter & Mary (Sellers) Winegardner, in 1860 he was a boatman and laborer living with his family in Dauphin, Dauphin County, Pennsylvania. He stood 5' 5" tall and had brown hair and brown eyes.

A Civil War veteran, he enlisted and mustered into federal service at Harrisburg August 5, 1861, as as a private with Co. M, 1st Pennsylvania Cavalry (44th Pa), then re-enlisted as a Veteran Volunteer February 1, 1864, at Warrenton, Virginia. On June 17, 1865, as part of a war-end consolidation, he transferred to Co. I, 2nd Pennsylvania Provisional Cavalry, and honorably discharged with his company August 7, 1865.

In 1890, he was living in Londonderry Township, Dauphin County. He died either in the Pennsylvania State Lunatic Hospital in Susquehanna Township, Dauphin County (says his death certificate) or "at his home" (says his obituary), from "atheromatous degeneration of cerebral arteries with secondary atrophy of brain cells," which sounds like Alzheimer's.
