Billie's birth name was Billie Ophelia Eaves, but she disliked her middle name and changed it to Sue, according to her sister, Pansy Rae (Eaves) Burtis.

She was married twice, first to Thomas "Tom" Herndon Kornegay on December 25, 1934 in Clovis, New Mexico, and they had one child, Sylvia Lane Kornegay. They were divorced in 1940.

On August 22,1941 in Beaumont, Jefferson County, Texas, Billie married Truett Watson Hughes and they had two children, Susann in 1943, and John Philip "Phil" Hughes, in 1948.

After her marriage to Truett, Billie worked part-time in the bookkeeping department at Foley's Department Store in Houston. She loved to read and instilled her love of books in her children by reading to them everyday. One of my memories of her was seeing her propped up with pillows in her bed reading a book and eating lemons with salt. She also enjoyed sewing and although I was only five, I remember on the day she became ill with polio, she had just finished making matching dresses for me and my favorite doll. I went out to show off the new dresses to the neighborhood children and shortly after I returned home, my father came home from work and took her to the hospital.

Her daughter Sylvia also became ill from polio the next day, but fully recovered after two years of therapy.
