Hoegner was doctor of law and one of the "fathers of the Bavarian constitution". A member of the Social Democratic Party in the German Parliament, he fled to Switzerland in 1933. After his return following the war he was Bavarian prime minister and interior minister. Since 1946 he also taught constitutional law at the University of Munich.
