Captain Baker was the Superintendent of Fort McPherson National Cemetery from November 1885 to February 1892 and again from May 1905 to November 1909. He enlisted in 1862 in Co. D, 72nd Illinois Infantry. He was later commissioned captain of Company H, 3rd Heavy Artillery, on April 20, 1864 and served in the Army until 1876.
