David Altman was born in Washington D.C. on April 1, 1893 the son of Polish/Russian immigrants, Samuel Altman (1854-1938) and Ida Estelle Cook (1861-1910). Samuel was a hack-man (taxi driver) in 1900 and later ran a livery service (taxi/horse/carriage) and then auto taxi service per census records and newspaper ads. David was one of nine children of which six were alive per the 1900 census which listed him and four of his siblings; Pearl Watt (Gibb), Minnie, Balbena (Drennan), and Herman (1897-1953 - FAG-48999810 - also buried at Arlington). He married Frances E. Ball in 1914. They did not have any children that survived per census records. He enlisted into the U.S. Naval Reserve in 1918 and served during WW1 - 1918-1919. He later worked as a clerk and then foreman at the U.S. Treasury per the 1920, 1930, and 1940 census, and was listed as Chief of Information in the U.S. Govt. Printing Office per the 1950 per census records. He died on August 15, 1961 at the age of 68.
