U.S. Congressman, Oregon Governor. He studied medicine, graduated from the Baltimore Medical College, in 1821, then moved to Carlisle, Indiana, in 1823 and practiced medicine. Entering politics, he was surrogate of Sullivan County, (1829-31) and a member of the Indiana State House of Representatives, (1831-33). In 1835, he was elected as a Jacksonian to the Twenty-fourth Congress, serving until 1837 and reelected to the as a Democrat to the Twenty-sixth Congress, serving (1839-41). An unsuccessful candidate for reelection, he served again a member of the Indiana State House of Representatives, (1841-43) and was elected as a Democrat to the Twenty-eighth and Twenty-ninth Congresses, serving (1843-47). After his term, President Polk appointed him United States Commissioner to China, serving (1848-51). In 1853, President Franklin Pierce appointed him as the 4th Governor of Oregon Territory, serving until 1854. He then resumed the practice of medicine and was a member of the Board of Visitors to the United States Military Academy at West Point, in 1858.
