She was preceded in death by an infant sister Elcie Olive Oakley, two brothers, James R. Oakley, Jr. and Beecher Tunis Oakley.
She is survived by three sisters, Elma C. Oakley of Portsmouth, Thelma C. Schultz of Cincinnati and Blanche M. Van Hoose of South Shore, Kentucky, and several nieces and nephews.
Ruth attended Garfield School and was a 1950 graduate of Portsmouth High School. She was employed by The Terrace Club and the Y.M.C.A. where she taught swimming lessons. She resided in Indianapolis, Indiana after her retirement.
A memorial service was held on April 3, 2013 in Minnisota. Burial will take place in Memorial Burial Park in Wheelersburg, Ohio at a later date.
