Elijah was the second of 12 children born to William & Phoebe (Thomas) Tolle.

On March 31, 1857, he married Susan Headley, daughter of David & Jane (Moore) Headley, in Grant County, Indiana.

Elijah & Susan had 10 children: Phoebe Jane (Mrs. Robert McConnell and then Mrs. Daniel Straub); David William; Mary Arsula (Mrs. Worthy Bishop); Debbia Ann (Mrs. Johnathan Sumner); James Henry; John Wesley; Frances Lillian (Mrs. Winfred Harley); Daniel (died in infancy); Frank E; and Minnie Dell (Mrs. Charles Moore).

In 1860, Elijah & Susan are living in Sims Twp, Grant County, Indiana, and Elijah is a carpenter. In 1880, they are in Danbury Precinct, Redd Willow County, Nebraska, and he is a farmer. In the Nebraska State Census for 1885, they are living in Glenville, Clay County, Nebraska. In the 1900 census, they are in Clay County, Nebraska, Lone Tree Precinct.

Sometime between 1900 and 1909, they removed to Bellingham, Whatcom County, Washington, which is where both Elijah & Susan died and are buried.

Of their children, John Wesley, Francis Lillian, Frank and Minnie resided in Washington State.
