Quebec Premier. A practicing doctor from Sainte-Anne-de-la-Pérade, Quebec, Ross was elected to the Legislative Assembly of the Province of Canada in 1861. Following the Confederation of Canada in 1867, he was elected to both the legislative Assembly of Quebec representing the Champlain District and the Canadian House of Commons. Shortly after his election, he resigned from the Legislative Assembly to accept as appointment to the Legislative Council representing the Shawinigan District. In 1873 he was appointed Speaker of the Legislative Council on the cabinet of Quebec Premier Gédéon Ouimet. He later also served as Speaker under Premiers Charles Boucher de Boucherville and Joseph-Adolphe Chapleau, as well as Commissioner of Agriculture and Public Works from 1881 until 1882 under Premier Joseph-Alfred Mousseau. Following Mousseau's resignation, Ross was appointed the 7th Premier of Quebec serving from 1884 until 1887. In 1887 he was appointed to the Senate of Canada by Prime Minister John Macdonald, serving until his death in 1901 and as Speaker of the Senate from 1891 until 1896.
