Sixth Québec Premier. Born in 1837 in Berthier, he studied in Berthier, then in Montreal. He was admitted to the Bar Canada on April 2 1860. Created Queen Counsel in law on February 28, 1873. Also journalist, he founded in 1870 the weekly paper “L’Opinion Publique”. From 1874 to 1882, he was active on the federal level : first as the elected conservative representative for the district of Bagot and also as Chairman of the Privy Council and as Secretary of State in the John A. Macdonald cabinet. He resigned this charge on July 28, 1881 and got elected in 1882 and reelected in 1883 as the conservative representative to the Québec Legislative Assembly for the Jacques-Cartier district. He became Premier of Québec on July 31 1882. He was unable to unify the warrying forces within his party and realized only a short mandate, without general elections. The granting of the contract for the construction of the new legislative palace gave place to a scandal that discredited him and precipitated his fall. He resigned and on January 22, 1884, he was appointed Judge at the Superior Court for the disctrict of Rimouski. He died in Montreal in 1886.
