Canadian Diplomat. Born in Sorel, Québec. From 1932 to 1939, he was the Deputy Minister of Defence and Vice-Chairman Defence Council. Then from 1939 up the fall of France, he served as Military Attaché to Paris. Then when he returned to Ottawa, he was from 1940 to 1942, the Associate Deputy Minister of National War Services. On November 30, 1942, in a by-election in Outremont, he was elected as Liberal to the House of Commons. This same Fall, Prime minister King named him Minister of National War Services, a post he kept until April 17, 1945 when he became the first Canadian ambassador to Greece. On October 20, 1949, he presented his credentials to the Governor General of Australian as the new High Commissioner of Canada. On August 19,1952, he did the same in Buenos Aires as he took officially his post as the Canadian Ambassador extraordinary and plenipotentiary in charge also of the diplomatic relations with neighboring Uruguay. In 1955, he came back to Canada.
