Joe was born March 16, 1922, in Flat Rock, Ill., to Thomas L. and Edith (Magill) Parker. He graduated from Flat Rock High School and served in the United States Navy during World War II in the Asiatic and American theaters. Joe was the retired owner of Parker Maintenance Service. He enjoyed fishing and was a member of First Christian Church, the American Legion, Masonic Reed Lodge No. 316 and the Scottish Rite 32nd Degree.
Surviving are a daughter, Susie Ballard of Evansville; two sons, Robert "Bob" Parker and his wife, Cathy, of Evansville and John Parker and his wife, Karen, of Cleveland, Ohio; six grandchildren, Christie Marshall, Bo Ballard, Joe Parker and his wife, Jamie, Katie Parker-Janis and her husband, Charles, Beth Parker and Tom Parker; and three great-grandchildren, Noah Hamilton, Maddie Hamilton and Jett Marshall. He was preceded in death by his wife, Mary Raydell (Hutchinson) Parker.

Burial will be in Oak Hill Cemetery, where the Vanderburgh County Retired Veterans Club will perform full military honors.
