Naomi was the second of six children born to Bessie Jackson and John Hoats. On November 14, 1918, she married Frank Cobleigh in Wilkes-Barre, Luzerne County, Pennsylvania. They raised two children: Betty Jean and Charles.

Cause of Death: Third degree burns of the body suffered while she was preparing the family's evening meal. She was standing on a stool in front of the gas stove, reaching for something from the cupboard to cook. There was a pot of water boiling on the stove and the plastic apron she was wearing caught on fire.
