Olie's unusual first name came from a nickname given to her maternal grandmother, Oleander Payne Ruffin of Tipton County, Tennessee. Olie was the eldest of six children born to David D. and Sarah Shelton Ruffin Low. Dave Low was a planter in Sharkey County, Mississippi. At the age of 15, Olie and her sisters and brothers became orphaned and moved to the home of their father's sister, Martha Low Kibler, in Sardis, Mississippi. It was here that Olie met her future husband, George Garrett, four years her senior. They were married in 1934. Olie was always a very outgoing person with very strong opinions on a number of subjects. Following George's death, she moved to Billings, MT in 1999 and lived at Westpark Village Retirement Center. She was married to George for 61 years, and was a very devoted mother to their only child, daughter Pat and husband John Iverson and to their three children.
