Scebbi was a US Marine veteran and an LAPD officer for two years when him and his partner, Ramon Espinoza, 24, working Wilshire Division, got a call of a prowler at 322 Kingsley Dr, Los Angeles. When they approached the suspect, James Eugene Hooten, 26, he opened fire with a .22 caliber handgun, killing Scebbi and wounding Espinoza. Both officers fired at Hooten, wounding him. He was arrested, charged with murder. When asked by reporters why he shot the officers, he said "I really don't know, I really didn't want to go back to jail...thats all, it really didn't work out that way..." Hooten was executed in the California gas chamber on May 13, 1960.
