In life, Frank was appointed 6th District Judge in 1927 by Iowa Governor Hammill. Upon retirement in 1959, he became senior partner at the law firm Bechly, McNeil & Bonham.

Judge Bechly presided over the historic Maytag Corporation labor dispute of 1938.

He and his wife Edith Morgan had no children of their own, but they parented foster children.
