Frank Charlton continued his father's interests in the lamp black industry. The 1913 - 1915 city directories list him as President of Bihn & Wolff Co., a lamp black manufacturer. Bihn & Wolff was located at the southwest corner of Ash & Almond St. Edwin Wolff, treasurer; William H. Houston, secretary. Like his brother William, he also served one tem as a Philadelphia Councilman. Charlton's home residence was listed as 3222 Oxford St.

FRANCIS CHARLTON

Francis Charlton, 67 years old, of 3222 Oxford Street, a trustee of the Norristown State Hospital for the Insane and well known in fraternal circles, died at the German Hospital early yesterday morning after an illness of several months. Mr. Charlton was a manufacturer of lampblack. He was a member of Keystone Lodge, No. 271, F. and A.M.; Columbia R.A. Chapter No. 91 and St. John's Commandery, Philadelphia Consistory; Masonic Veteran's Association, Excelsior Lodge of L.O.O.F., Continental Republican Club and the 20th Century Republican Club. During the administration of Mayor Reyburn he served as a Common Councilman from the 29th Ward. He is survived by a widow, two sons and a daughter.

NOTE: John Edger Rayburn was Mayor of Philadelphia from 1907 to 1911. Francis Charlton was elected to Common Council on February 19, 1907 and retired from Common Council on April 1, 1909. During his one term, he was a member of the Common Council's Committee on Fairmount Park.
