Judy Elmer was born on the 26 March 1926, the tenth child of Hungarian émigrés Alexander Balla (1886-1950) and Julia Molnar (1885-1962).

In about 1951, Judy married Lawrence "Larry" James Elmer (1919-1992), the son of Joseph John Elmer (1890-1968) and Elizabeth Cushnen (1891-?). Soon after their marriage, Judy and Larry moved to Pennsylvania, where Larry was born and where his family lived. There Judy and Larry had their first born child, Susan. However, before 1962, they left Pennsylvania, and returned to California, setteling in Simi Valley in Ventura County. There, they had their second child, Anthony.

On the 9 December 1972, Judy died suddenly from a massive coronary obstruction. Her funeral was conducted by Reardon Simi Valley Mortuary in Simi Valley; and she was laid to rest at Pierce Brothers Valley Oaks Memorial Park in Westlake Village.

Judy was the beloved sister of Alex Balla Jr., Ima (Balla) Creech, Frank Balla, John Balla, Irene (Balla) Sebok, Esther (Balla) Sacchelli, Arpod Balla, Henry Balla, and Aline (Balla) Goetz.
