Harley was the son of Joseph, who was a Capt. in the War of 1812 and Almira (Adams) Crocker. Harley's grandfather, Guerdon Crocker, was a Capt. in the Revolutionary War. Harley's first wife was Matilda Shepard Crocker, after she died he married Clarinda Hemminger. Harley enlisted in the Civil War, August 15, 1862 and assisted in the organization of the 88th Indiana Infantry. He then immediately aided in the organization of the 100th Indiana Infantry, Company C. On the way to the war's front, the company stopped at South Milford, where they were given a standing ovation. At South Milford, Harley was elected Captain of Company C.
