If you click the link on St Charles Cemetery it will bring you to their locate a loved one page. There is a John M. Kelly buried in that grave also. Is Edward definitely his father? Perhaps they gave you the wrong grave site? There are other John Kelly's and one is in Section 19 also.

To me it looks like there are other burials there that were never inscribed on the stone but I have no way of knowing for sure.

The Kelly stone is in the plot you stated and I photographed it. However, it only has Edward R. Kelly's name on it. Do you wish me to post it?
