Charles Hale and his crew catalogued all of the cemeteries in the state as part of a WPA project during the depression. Every cemetery in the state of CT had a Hale number assigned - if it was cataloged by him. It was simply an index number assigned by Hale so that they could better track their work. Google Charles R Hale collection if you would like more info.
I live in Ledyard. There are more than 50 cemeteries in town. All of them have a Hale number assigned - but all of them have "official" names (some historical/family and some assigned by the town). None of them are "Hale" cemeteries.
Most of the Whipples in town (including a handful of Samuels)are buried in the Ledyard Union cemetery (Hale index #19 and #42). Your Samuel died in nearby Norwich. He may have been buried there or he may be in Ledyard. However, his death is not recorded in the "History of the Town of Ledyard." If he is here, there is no stone. The Ledyard Historical Society carefully and thoroughly inventoried and transcribed all of the existing headstones several years ago and he is not listed.
In any case don't get too frustrated. You would not believe how many people have made the same mistake re "Hale" cemeteries. I blame it all on Ancestry.com :0).
