Scott Bill Hirst was born in Westerly,Rhode Island,. From 1996-2004 he served on the Hopkinton,Rhode Island; Town Council and during the time 1998-2002 he was Vice President. He was elected to a sixth term on November 6, 2012; as well as a fifth term in 2010. In 2012, he was the first Republican to be elected to a sixth term in over forty years, since 1966.
On November 4, 2014; he lost re-election to the Hopkinton Town Council but was elected as a write-in as Hopkinton Town Moderator. This is highly unusual. Rhode Island law prohibits one from appearing on the ballot for either for state or local office in the same election. No one was listed on the ballot for Town Moderator. Hirst left office as a Hopkinton Town Council member on November 17, 2014; and was sworn-in as Hopkinton Town Moderator the same evening.
Hirst maintains an interest in Freemasonry.Masonically he is Grand Historian of the Grand Royal Arch Chapter of Rhode Island.He is Past President of the Hopkinton,Rhode Island,Historical Association.A Granger,he is Past Master of New London County,(Connecticut), Pomona Grange No.6,P.of H., and Past Master North Stonington (Connecticut) Grange No.138, P.of H.,.
