Democrat, Attorney, Judge. Major in the US Army in 1944. President of the University of South Carolina 1952 - 1957. Governor of South Carolina 1962 - 1965. U.S. Senator 1965 and 1966. Donald Russell served under James F. Byrnes (SC Governor and Senator) during World War Two in the Office of War Mobilization and as Assistant Secretary of State in the first years of the Truman Administration.  He later served as a United States District Judge and as a Circuit Judge on the Fourth US Circuit Court of Appeals until his death at age 92.
