Canadian politician and magistrate. A native of Sainte-Mélanie (Québec), he studied at the college of Joliette and at Laval University in Québec. He was awarded the gold medal of the Governor General. He was admitted to the Bar of the Province of Québec, on July 31, 1884. He was created Queen’s Counsel in Law, on June 9, 1889. He opened his office in Joliette. In 1903, he was elected Mayor of Joliette, a post he kept until 1910. In 1892, the electors of Joliette sent him to the Legislative Assembly of Québec to be their Conservative representative. He was re-elected in 1897, 1900, 1904, 1908 and 1912. In that House, he served as Chief of the Opposition from March 2, 1909 to February 16, 1915. He did not represent himself in 1916. On September 9, 1916, he was named judge to the Superior Court for the district of Montréal. He was appointed judge to the King’s Bench Court in 1920. From 1932 to 1942, he served as Chief Justice of the Province of Québec. In 1950, Premier Duplessis asked him to be his special advisor for constitutional matters. He was President of the Canadian Institute of Joliette, from 1897 to 1902. He had been named member of the Québec Education Board, on July 7, 1905. He received honorary doctorates from Laval University in 1904, from the University of Montréal in 1906 and from Bishop's College in 1937. In 1929, he founded the Historical Society of Joliette. He had been created Knight of the Pius IX Order in 1906 and Knight of the Saint Michael and Saint George Order in 1934. He passed away in Joliette. He was the father of Maurice Tellier (q.v.), member of the Legislative Assembly of Québec, in 1936, and from 1939 to 1960. He was also the brother of Louis Tellier, member of the House of Commons, from 1878 to 1882.
